Keep in mind that if you do paint the shade, it will reduce the amount and intensity of the light from the lamp, and will also give a coloured glow the colour of the paint, especially if the paint is in a darker shade.
If the inside of the shade has been discoloured to a yellowy colour ( just from normal use over time, due to the heat of an incandescent bulb) this will be almost impossible to get rid of regardless of what you do to change the colour or look of the outside of the shade.

Hi Peggy! A lampshade makeover that I did for my bedroom turned out quite well. I took a roll of tulle in a charcoal grey color. I started at the bottom and just went top to bottom inside out and Gathering pleats as I went until it completely covered the shade. After that I added quarter-sized rhinestones around the middle. It gave it a really instant Glam look and it was really gorgeous! Good luck! Look forward to what you do!
If you showed pics of your bedroom it would be easier to advise. Is your style, country, sophisticated, rustic, girly etc.? You could cover this shade with fabric, glued on, with a coordinating or contrasting binding around the top and the bottom. You could style it to match your bedspread or coverlet. The shade you have is very plain, so an overall application of either paint, fabric, or paper would be most effective.
