in australia we have esp easy surface prep im sure you will have the same or similar you can basically put it on anything and it will allow paint to stick -

Kilz, best primer there is. I hung wallpaper professionaly for 25 years. Many many times I've had to install over walls painted red, neon green,etc & Kilz never failed to cover in never over 2 coats. Just give it a good sanding, prime with Kilz & paint. Also you can ask mixer to tint to a color matches paint color & makes it that much easier. Have fun. Btw, am painting an old wooden bathroom shelf as we speak, part of it has multiple coats of paint, back & inside never had any paint. I am using a Waverly chalk paint (walmart)& doesn't look like I'm gonna need 2nd coat & all I did was hit it with fine grit sandpaper. -
