I would suggest sanding the seams before you prime. I hung wallpaper for many years.Helpful Reply -

I agree, I would sand seams and then prime it to keep moisture of paint from bubbling wallpaper.Helpful Reply -

Some people will hang textured wall paper and then paint on top of it for the look, so it certainly can be done.Helpful Reply -

Look around for seams and near the ceiling and floor. Look for any peeling. If no peeling you can prime and paint and no one will know the difference!Helpful Reply -
