How to remove wallpaper that has been painted?

Try hot soapy water in a spray bottle. As the water soaks in the paint and paper should bubble up. Then you can peel or scrape it off. It’s a pain. -

Removing the wallpaper is one thing. The other issue is repairing the drywall that will likely get at least partially damaged in the process of getting off all the mess.
