If the color has yellowed it might be.. because the handle has a plastic coating or is made from plastic..... find out before you paint... then use a paint made especially for plastic.
Jan, have you looked at replacing it? Sometimes these parts aren't as expensive as you might think. Plastic paint would probably work, but if the part is less than $20 you will probably come out ahead by buying it new. There are online appliance parts and brick&mortar appliance parts stores around.
