You need to start with a very clean floor and then use a quality high-adhesion primer. I would use at least two coats. Here's a link with more information:
A good epoxy paint will work. However if you are talking about a bathroom, the moisture will ruin the floor.
Get tile paint. Roll or paint on and add 2 coats of a poly sealer.

I would go with the RustOleum floor coating kid. It steps you through the process from cleaning to the finish.
You need a good primer and a good finish, but I would check with the paint store for that. You want one that's super durable, but not slick so that it causes a slip risk, especially when wet.
