Yes you can. Make sure the floor is clean. Use a good exterior porch paint for durability. May take at least 2 coats. With an exterior porch paint you should not have to seal.
I've read DIY blogs where people have... I think if you used a really good quality bonding primer like this and then really good quality floor enamel like this one it should wear good for a painted floor. The key is to get it to adhere to the vinyl floor and not peel off. That's where the job of the bonding primer comes in. It must be good quality, and this one specifically says it works with vinyl among other surfaces. I've used it on many projects and it's amazing quality.
