You must clean ceiling to remove oil and dust & dirt then sand lightly. Now go to your paint store and buy a ceiling white. Get a good quality ceiling paint as this takes a while and you do not want to do this again next year
For cleaning, I suggest TSP. Find it in the Paint Dept at local Home Improvement Stores. It should also eliminate the need for sanding. Then I suggest you use a good primer prior to painting its final color. Ceilings are messy to paint... so you want the best coverage possible so you don’t have to re-paint in a few years.
Apply a primer first and a flat or matte paint is what goes on a ceiling.
