Deal with papers as soon as they come into the house. Action, recycle or file. Consider a bin or file organizer and go through each day. A pain but lessens the pile. Also print out less from your computer, if possible.
One simple way is to not have flyers and junk mail delivered. You can opt out. Otherwise, deal with the paper right away by having a place for everything. Be sure to have a recycle bin for paper.
The best way I have found is to touch them once. Don't make piles to deal with later. As soon as you get something address it. Whether that is to file or shred.
I highly encourage you to read the book, The Magic of Tidying Up, by Marie Kondo. It is very easy to read. My house is, according to my friends, very organized, but this book changed my thinking about my “stuff” including papers and books. She covers every kink of clutter in a different way than most organizers do.
You can get paper size plastic been for organizing bills or warranties and keeper stuff. Stack newspapers and junkmail in brown paperbags to take to recycle. If its not a weekly thing. Shredders if necessary.
