Dealing with plaster walls and textured paint

Question

I bought my house, that was built in 1965, two years ago. ALL of the walls and ceilings are plaster and painted with textured paint in swirls, making it impossible to do anything but paint solid colors. Is there an affordable and clean way to smooth the walls and ceiling so I can wall paper, or color block with paint

You can skim coat it or cover it with 1/4' sheet rock, both are big jobs. I would live with it and only paint eggshell or matte paint. Add color with accessories such as accent rugs, curtains, artwork, pillows, etc.

They make a backer to put on textured walls under wallpaper. It applies just like wallpaper but makes the surface smooth. If you visit a wallpaper store, I'm sure they can help you.

You need the ceiling sanded, you can do it, rent a sander from Homedepot or Lowe's, or get a contractor. The walls need to be sanded also. You do the walls, have a contractor do the ceiling
