Problem is painted over glue. Now the walls are a mess. Anyway to resolve this

If it were me, I would cut out the drywall and start over. Your other option is to sand the walls, but there is still risk involved as if you go too far the sheetrock still might need to be replaced. You said it is a small powder room, go for it, replace and paint!

I need to agree with Naomie. Sanding can be done if your super careful but you can easily cut into the paper. Removing the drywall down to the studs and replacing would be the best option. You could also add/replace insulation while your at it.
