How can I reuse/repurpose this metal frame from an old clothes hamper?

Find a large picture frame (goodwill, etc) remove the picture & replace it with a pretty material or paper or even a picture of your choice & then hot glue it with the glass on top of course and you have a cute side table or what we use to call "TV tray". -

I have an old tv tray stand that is similar to your item. I use it outside to hold open a large plastic bag to put yard clippings in. -

You could make it a magazine rack. Canvas material draped over both sides, long in the middle, overlap the material around the metal then sew, glue- attach in someway - rivets
Using it for lawn debris was a good idea too. -

If you frequently have overnight guests, you could use material and make a stand for luggage. When the company is gone.....fold and store in a closet. You could use the extra strong velcro to attach the fabric to the rods. -
