Valances Made Easy
You can extend the depth of a canopy by purchasing a curtain rod that gives that extra depth or make your own with two brackets and some type of dowel rod or pipe. Making the curtain is simple even if you can't sew. Use self sealing tape that you iron on to hem the top and bottom. Try a twin sheet. The widest part of the top part of the sheet already is hemmed. All you have to do is cut to the size you want, hem with iron on tape and put it up on you rod.
Took me a minute to find it but this is the project here on Hometalk that came to mind for a kitchen valance: https://www.hometalk.com/diy/windows-doors/windows/easy-1-hour-window-valance-2365584 I remembered seeing it and just loving how it turned out!

To be honest Judi...You might be able to by cheaper than you could buy material to make but sheets make some really pretty ones just sew a hem and use pockets to hang. Good luck

Here's another one, made out of a $2 pillow: https://www.hometalk.com/diy/windows-doors/windows/-2-00-dollar-store-new-sew-pillow-case-valence--21823820?expand_all_questions=1
$2.00 Dollar Store No Sew Pillow Case Valence.
Sewing or assembling the fabric is only one part of making a valance.
The other important part is purchasing the correct style of curtain rod and mounting it with proper hardware adequately sturdy to support the weight of the rod and fabric.
Hollow sheetrock (no lumber) or metal surrounding the window molding both can create problems when trying to anchor the rod to the wall. Mounting the rod directly into the window trim may be an alternate option.
All you need is a curved rob then hang above your window and add any curtain or fabric you want for your effect
