You are not exactly helping here. I know it is washers, but your photo shows lock washers and I don't think those would work very well keep everything separate. I am sure I could figure it out, being as creative and hardware-minded as I am. I just thought you could be a little more explicit.

They were lock washerscause the chandlier cups had little eye hooks on them, so i needed the washers to be open so i could hook into the cups then i closed them with pliers. Hope that helps
