The fence is about 4 years old. Never been treated since the fence was put up. I want to paint the fence white. What do you suggest I use?

Use an exterior paint for wood. Just remember once you paint it you will always have to paint it. Are you sure that is what you want to do.

If you use a solid white exterior stain, you will likely not have to scrape and re-paint as often since stain will soak into the wood, whereas paint just sits on top of the wood. I just finished a project where I used Sherwin Williams' WoodScapes solid white stain on pressure treated lumber (but try to get it on sale because it's not cheap!) It was my first experience using solid white stain and I was extremely pleased with the way it went on and covered.
