I really would like a small garden fountain but I have no electricity available outside my ground floor apartment. How to accomplish this?

My tiny patio.

It does say in the comment section of the post@Wonkydonkey_907 mentioned http://www.hometalk.com/diy/outdoor/garden/marie-s-tipsy-solar-fountain-1851972 that @Marie Niemann likes her solar pump. Others have said so as well.
