How can I absorb sound in this room?

The office I work in has a medium sized room (16ft x 16ft)- it's all phone agents, so they are loud and on the phone all day! The noise in the room is unbearable. The flooring is laminate and one wall is all windows with metal framing. What can I do to make the room absorb sound? Carpeting or area rugs isn't practical in this case.

    In a restaurant downtown here they had a similar problem and ended up hanging sound panels from the ceiling between each of the booths, not where people walk but more above where people sit. In some places they also used large rugs/fabrics that look nice and seem to really help with the noise and privacy.

    There are a lot of technical solutions in the professional market for the walls. But if you want, you can try to cover the walls with eggs-packaging.
