couple questions.....how big are the windows, how big are the scraps? if you are talking squares of material sewn like a quilt top, it's going to need a one piece back, just to stabilize the pieces/ squares/rectangles/ octagons/ that you are using. if you are talking chunks of fabric as in 1/4 yard at x width , 1/2 yard at x width, 1 foot x 1 foot + enough other 1 ft squares to make width? all the fabric should be the same weight or heft. as in i wouldn't sew a denim to a shear fabric and the seams would show on the back. so again 1 piece of fabric as a foundation for the pieces. if you are talking scraps 1 - 5 inches wide by x how long vertical , and want to attach them to the curtain rod with a 1/2 hitch and have more of a "grass" skirt look- that's fun as well, no backing required.

Need a picture of the window or at least dimensions and what room it is in. and as Janet and dfm ask size of scraps and type of fabric.

Do you want to sew or no sew? If no sew, tear the scraps in strips and tie onto your curtain rods. If they're double the length of the rod, they will fill in nicely. The strips should be at least 2" wide. It would be colorful and unique. You can use shorter scraps for a valance and larger ones for the bottom half of your window.
