What is this Tole Container?

I think it is a gravy separator. You pour gravy/pan droppings into it, the fat (grease) rises to the top, while the "good stuff" stays in the bottom. The pour spout on the side pours from the bottom...if that makes any sense...

And I thought, shaving mug. Brush in the side when not in use, but the paint seems pretty girly for that.

here is a bowl painted with same pattern: http://www.ebay.com/itm/Vintage-Early-American-Pennsylvania-RED-YELLOW-Tole-Tin-TOLEWARE-BOWL-/230987143173 I like the gravy separator idea myself!

Hmm....Jeanette....I think that sounds like a possibility! Lori....I don't think that a shaving brush would fit the tapered opening :( Keep the guess coming and let's see who's idea gets the most "thumbs up!"

If there's a hole at the bottom so you can pour out through the "spout" then I'm with @Jeanette . I have a modern version in plastic. Works wonderfully.

Could it be for a tea bag? One thing I wonder, if its old, could it be painted with lead paint? Might not want to use it until you find out.

I'm going with Shaving Mug. Many mugs had tapered brush holders, which kept the brush from touching the bottom, allowing it to dry and not sit in any water that may drip off.
