How do I fix this patio water feature?

The standup panel broke at the bottom where it attaches at the base. It is laying on the bench. Its made out of hard plastic. I've never worked with fiberglass either.

    I would try a two part epoxy or Bondo.

    Liquid nail or E6000 glue well work

    I recommend Goop's Marine Adhesive because it's a wet environment. . Follow instructions and clamp until it's dry. I used it to repair a copper water feature and it worked perfectly. The bond is very strong.

    before you try the above, drill two holes in base if possible and the part that stands get some 5" stainless steel nails,cut off heads,epoxy them into base,then you can take it apart for easier cleaning.
