Foam is available on eBay or from Upholsterers.
Check with an upholstery shop. Fabric stores used to sell it but I haven't seen it in JoAnn's. I'm guessing online is going to be your best bet.
All the craft and fabric stores sell foam. So does Amazon.

Amazon cushion upholstery foam. can be cut in lengths. Also if you can find a discount upholstery store near you, you will be able to get foam fairly reasonable. Jo'Anns fabrics sells foam too, but make sure you get a 1/2 price coupon before purchasing it there.
You need upholstery foam for cushions, Amazon, Joanne's-you can get coupons or they will text you the coupons, and craft stores.
