Is there an easy way to clean built up dust on plantation wooden blinds without soaking them in a bathtub of water....(I find this effects the way the cord works after a few soaks)?

No, there is no easy way. I agree bath soaking is a bad idea, and actually messier and harder. But it is not hard, just takes steps. Vac/brush any excess. dry wipe then hand wipe with wash/rinse. When dry apply a dust repelant product like Endust.

I hang my blinds in over the tub, spray them down with a cleaner, and rinse them with a hand held shower head. Let them drip dry.

If your blinds are truly filthy and/or greasy, you do nned to wash them, but if they are just dusty, here's what I do: Close them all the way in one direction and use a Swifter duster sprayed with a dustin spray. Then close them the other direction and do the same thing. Change the Swifter duster if it gets dirty and repeat spraying with the dusting spray. This may not get them perfectly clean, but for me it's "clean enough."

I'm sorry, but there is no easy way, a damp cloth is the easiest for me, rinse regularly , wipe each slat, no wax as this attracts more dirt. Have fun, use it as Therapy:)

Exactly, I have cleaned them in the shower but it can mess up the cord inside the mechanism.
