Its always better to predrill holes in plaster walls to prevent the plaster from crumbling. You can use a regular hand screwdriver depending on the head of the screw ( straight or philips head). Using an electric driver, you may strip the head.
I always support my plaster walls when using screws by making a "T" or a cross with painters tape. I screw my screw in the middle where the two pieces of tape meet and the tape supports the plaster and avoids the wall from crumbling. I also use this method with a hammer too.
If the item you are hanging is heavy, you might want to use one of those tap in plastic screw supports after you drill the hole. It secures the screw so it doesn't move "powderizing" your plaster.
That depends on the type of screw you use. I suggest getting plastic "wall anchors" or the metal anchors, depending on the weight of what you're goiong to hang. The anchors should come with appropriate screws, just pick a screw driver that matches the screws supplied. You should be able to find wall anchors at any hardware store, department store, or many grocery or drug stores. They are cheap and well worth using. A screw in plaster isn't usually a good solution, the anchors give much better support with less chance of the plaster crumblong and creating a larger hole that would need to be repaired with a patch.
