Yes it does. I have painted many glass items with great success. But do you plan to wash, use it? I don't know how it would stick if it's getting use like that. All of my paint was done to items I used as decor. Good luck!
There are special spray paints for glass that you need,regular spray paint will not work. Research Rustoleum spray paint for glass.
