Score the paper (If you can without scratching the paneling!) Then spray to soaking with a 50/50 mix of hot water and white vinegar.
What Candice said, and let the water soak a while, then scrape with a flat edge like the tool you use to apply spackling. Once you get started, it goes pretty fast.

If the paneling came already papered, you are probably not going to get it off. These panels are frequently used in mobile homes. You could clean it thoroughly with TSP (not the synthetic stuff) and then paint it.

Soak the wallpaper with fabric softener and leave it for at least a half hour. Use a plastic scraper so you don't damage the paneling. If there are remnants left of the wallpaper go over it one more time with the spray. Vinegar may damage the paneling and a metal scraper might scratch the paneling too.
Fabric softner... if its a large area a pump garden sprayer might help.
