Yes, linoleum can be used on stairs but it can be extremely slippery especially
when wet.
Some types of linoleum and vinyl (glue down) can be installed on steps, BUT, they are generally not good options for steps as they can be slippery and they don't look very nice as you need to add metal or rubber stair noses, so they look cheap.
Please note that floating vinyl steps are generally not a good option as they can be rather unsafe as many will wobble.
