How about making some 1X wood planter type boxes and turning them upside down. A handle hole on the bottom (top) so they can be picked up easily. You can make them as short or long as you need them and so they won't be that heavy.
I don't think the concrete blocks would be a good choice (they are too heavy for portability). I would suggest using aluminum channel instead
What about foot stools? this may not be the correct name for them, but mine are plastic and only one step up. It is 9" by 13" by 9" high. I would not use wood any narrower than 10" for safety.
