If your talking free standing, buy it because it takes more advanced joinery skills to make.
For wall mount it can be as simple as a clothing line with clothing pins , say for a ball cap collection. Or a wooden shutter with coat hooks attached. If your planning on only a few hats, get a cheap closet mirror (4-5' tall &2' wide ish) attach to wall, mount 1 x 4's boards around it, so it looks like a frame. Paint or stain as desired. Than screw simple coat hooks to it ("c "shaped).
Avoid gluing mirror to plywood or any wood, wood exspands and contracts, your mirror will crack.
