I'm surprised the E6000 didn't work!
What brand of spray glue did you use, I've used 3m brand for gluing fabric to other woods before no problem. I have never tried cork, with is not only very porous it's also not stiff.
If those have failed you might try glue for gluing down carpet or tile. They can be troweled on thick and I use them in some of my art work.
And they are usually very inexpensive.
I use 3-in-1 glue for most of my crafting needs! I haven't tried it on cork, but I'd bet it would work!

Since you are going to cover it anyway, paint on 2-3 coats of primer to the cork and THEN use spray glue
