Concrete is porous, so paint is absorbed into the concrete. Only two strippers have gotten good reviews. Both also are safe strippers. Non caustic and low VOC. Yes, I agree with William. but you can just float the floor.
My floors were floated before I had new flooring (after carpet). That way, the floor will be nice and level when you start installing the wood. You might also consider an underlayment so you wouldn't have to remove the paint.
Who is giving you this information that you would glue down the new flooring? Not true.....you never glue the Laminate flooring. It must float....
