Our new home has 2 inch installation glued or nailed to the upper half of the concret wall ,how do we finish the wall cheaply? I thought about painting the bottom but the top is a problem. Also -we worry about breathing in all the installation all around the basement. Can you help with an idea? Thank you!

A photo would help. What kind of insulation? Foam, foam with foil, fiberglass, etc.

We used exterior wood siding in ours and painted it and it looks nice.

OK, she does mean insulation, not installation. I had no clue what she was talking about.

What color is it? I would paint the bottom portion. There is no cheap way to deal with this insulation you don't want holes in it. Ask neighbors a new house has to pass inspections and they wouldn't be allowed to put anything uncovered if it was a health hazard. Call company that made home and ask them. There is a waterproof wall plank but I think it's nailed in. Get some imput from contractors then do the work yourself.
