Use a 6' lead hose from Walmart under $4.00 attach it to your garden hose and hang it above plants, puncture holes where you need to spray the water.
I agree with the drip irrigation, but I would also recommend a restrictor to keep the pressure low. The results will be better irrigation. There are many kits available to get started.
my problem is that I don't have access to a hose. I need to use a elect pump of sorts and pump it through . My idea was to keep water in 5gal. drums I have 3 of them. my balcony is 4x10 aprox. Things grow well but hard to get to some plants. haha
I have a submersible water pump that I purchased on ebay for about $30 that will move up to 1000 gallons per hour. It has a dial to lower the amount of water per hour. In my case that is slightly less pressure than hoses connected directly to my outside faucets. The pump is put into a x-large trash can and hooked to a garden hose to water my veggie garden over 100 feet away and other plants and trees. This utilizes my free water from my sump pump. Other than you probably would not need as large of a pump (less money) instead of a regular hose you would probably want one of those thin irrigation hoses with the pieces that insert into them where you need them for drip system or light spray irrigation. Not sure where you are but for winter you should unhook everything and bring it inside.

check with a commercial green house supply company - the one in iowa was a great help to me in getting just the right system for my black baggie garden. i've got lots of tree roots on the place not even possible to get a trowel hole made. all my garden is above ground and dries out quickly. adding irrigation more than doubled the crop of tomatoes. for winter, i just drained the system water, un- hooked it from the timer and tap. yah.. its -2degree F and i'm drooling over the seed catalog.
Love those seed catalogs so many beautiful things and so hard to choose.
Buy a special Leaky Hose! or use upturned plastic bottles as drip feeders.
