What's the best product for cleaning painted kitchen cabinets?

I appreciate all the advice I've received, but these cabinets were painted by a former tenant. They are a chocolate brown and were not applied properly. We've lived here three years and they're still a bit tacky to the touch.
Hence my problem in cleaning them. Sure, ammonia water cleans but everything I do seems to make them worse.

Any additional thoughts would be greatly appreciated.

    One cup of vinegar to one gallon hot water and a few squirts of Dawn Dish liquid.

    I use cabinet magic available at Home Depot which is a cleaner and polisher all in one.

    L.A.'s Totally Awesome from Dollar General, spray and wipe no rinsing on white they look like new. On wood a good cleaner, conditioner such as Liquid Gold, Pledge Orange follow instructions on product.

    If you have greasy stains, I take a little dishwasher powder (you can break open one of the powder capsules too), put it on a soft cloth moistened with water, and rub the stains gently. Works great.

    Vinegar can soften paint, use Awsome watered down it works very well.
