Unfortunately no the exsisting paint needs to be stopped or the new paint will not adhere. Look for safe concrete pInt strippers.Once the old paint is removed you will have to prime with a cement primer allow to dry and paint with a concrete paint.

The sealant is on the floor there never was any thing put on the walks is there any thing but acid to get the walks ready to paint
If the walls have never been painted ..you can brush the walls with a broom to remove loose bits then you need block filler to paint the walls with first .The block filler will fill the porus holes and then pick the color for your walls and paint that on the walls ..The floor I think if you want to paint it you can put another sealer over the floors but ask if it can be tinted..I used large card board to push up to walls for preventing splashes from painting the walls .
