In any case, you'd have to change the plumbing for the sink and faucets. Get a plumber if you're not comfortable doing that yourself. You might find out how much it would cost to do that and use it in your negotiations to lower the price of the house by that amount.
In the meantime, you could build a "box" or "table" to set on the counter to raise it to the height you want. The sink would still be low, though. Our townhouse baths were like that. Makes you wonder if people in the '70's used to wash their feet in the bathroom sink!
You would have to remove the vanity top. Turn off water supply to the faucet. Disconnect the water supply lines to the faucet. Disconnect the drain from the sink. Remove the top. Unscrew the vanity from the wall and remove it. Measure the bottom of the vanity. Build a base the height you need. Generally vanity heights are 31" less the top. Set your base down making sure its level. Set you vanity on top of the base. Screw the vanity to wall. Mount the vanity top. You will need longer water supply lines for the faucet and extensions for the drain to make up the added height.
