Don't know what type of paint you used but maybe a white wash will bring it back!
Use a safe stripper called Citristrip to remove the paint.Then decide what you would like to do.
Strip it Like JP says. It will remove the new "tar" and if you remove to the good wood you can either stain or paint with good paint. The paint may have reacted with the finish on the wood. It's worth the effort. I refinish lot of furniture and it's much nicer than some stuff on the market now.
You could also try "distressing" the wood and see it any of this helps give it the look you are trying for. You won't be out anything and it may change the whole appearance
