Walmart has white Closetmaid brand pre-fab cabinets that are tall and not that deep for 61.99. You can always paint them or decorate them so they don't look so plain.

you can buy ikea wooden open pantry shelving and use baskets tipped or upright on one side for open storage. If you can't find large rectagular baskets, you can also just cover platic tubs with any fabric - I like bleached or dyed dropcloths and stencil it as you wish. IMHO particle board pantry cabinets are a waste of money and are ugly - they can't really hold up in the long run. You can make your own plate racks for everyday dishes and store the rest - 80% of stuff in china cabinets doesn't get used....no need to stress over it.
