Is it a wicker chair? Is it just smelly or has it warped or split?

If it is an original (= paper), and the info in the link isn't sufficient (don't soak it), I would look for somewhere to repair it that specializes in vintage furniture. http://www.canechairs.co.uk/
If it is a reproduction and it is mouldy, I would clean it first like they suggested in the link provided, and then spray with it Corcrobium, let it dry well. http://www.concrobium.com/
Then I would spray paint, or dry brush with chalk paint it if it was originally painted. You could also spray a repro lightly with a weak bleach solution, but that could make it dry and crack. I have used hot water (as suggested) to shrink a cane Bentwood chair seat that sagged, but eventually it split.
