Sometimes, even if there is just a bit of dirt, it will affect the stickiness. Worth giving it another cleaning once over :)

vinyl can cup or loosen if it is on floorboards, this is caused by movement and changes in temperature. Cupping can appear and disappear then reappear. If the adhesive does not take it could also be because in it being stuck to a rough surface like particle board Or unsealed concrete. Seal particle board (chipboard) with varnish first which should solve problem. Sealant of boards and filling gaps between boards will also help prevent cupping. Good luck
your floor is not stable. You need to put into a new subfloor. then a vapor barrier. Then your tiles. CLEAN YOUR FLOOR. What about a floating interlocking floor boards instead of tiles?
