Sounds good to me. Go with darker shade on bottom to keep it grounded. Have you looked on Pinterest? Or Google "small bathroom paint ideas?"

I have always loved the look of beadboard. It can be painted and gives a different look to the walls. It is so adaptable to any size of room and gives it some texture
I have had numerous bathrooms just like yours. At first one looks and falls in love, but after a brief affair, your enthusiasm wanes, and you find yourself asking folks for ideas. You came to the BEST SITE for al or any level f D.I.Y.er. I would search this site from one end to the other, after a half hour I was overwhelmed with so many suggestions and pictures of ideas. I do agree with your idea of chair rail, I recommend a wooden fallboard bottom in a white paint. Having had this bathroom style it's the one design concept most beloved by guests.
I personally would put it at 1/3 or 2/3 height. I like the 2/3 (or top of the window) height with white or cream below and a darker more glam colour or wallpaper above.

Living in a mobile home with under 8' ceilings I would welcome the high walls! Take advantage of your high ceilings! The picture above is beautiful,but now looks boxed in,I would have taken the panels all of the way to the top, then added a very tall mirror ( 3/4 of the way up wall)to accentuate those tall walls! I did that to a very small 1/2 bath in my previous home and it made the small room look so much bigger! I too love beadboard,but keep in mind if you run it only a third of the way up you will be cutting your bathroom in half making it appear even smaller than it is! That is ok.for a large" bath! But if this is your style, paint the bottom (beadboard) a light color and the top darker. If the tall ceiling bothers you,paint the ceiling a dark color,and that will bring it down. You can also lower the ceiling by adding a molding about 12"( or whatever needed) down from the ceiling on to the walls and paint the ceiling color all the way down to the molding! Condsider your base boards also! A 4 or 6" baseboard looks great in a small bath!
I'd suggest using an enamel below the chair rail for easy clean-up. You'd be amazed at what splashes out of a toilet, even when sitting on it with the seat down. Having the option of wiping the wall with a disinfectant is important (Odoban does not bleach, but almost all others do).
