Sorry, No! Turning off the valves at the fixtures will not turn the water off supplying those fixtures. The pipes in the walls/ceilings would not be turned off. You need a plumber or someone to replace the damaged pipes and repair the damage.

Fill your sinks and a few bottles and pans. Shut off all 'main water' valves. Call the plumber ASAP and tell him it is an emergency. You are at risk of major electrical and structural damage and expensive wall and ceiling repairs.

Yup...we had pipes replaced 2x due to our heat source dying...It stinks, but it has to be done.
Get the Plumber before the places that got wet turn to black mold! That's a huge problem you want to avoid!
