Turn it into a fairy swimming pool. You could have real or fake plants at the opposite end of the handle with tiny beach accessories. A fairy could be ready to dive off the handle. You could make these using polymer clay or buy them.
Could make a nice little hothouse for some african violets.
Is it a cake stand w/ cover? Put a plate on it and use it as an every day spice Island. When you need to use it the spices are on a plate for easy removal.

I'm a lover of chalkpaint, it sticks to almost anything...have fun with it!!
If it's a tiered stand or even one with a top, you can store almost anything that will fit. For example: Rolled up napkin, fruit, a plant (will need air), small vintage knick-knacks. In the bedroom for placing pretty jewelry or perfume bottles.
It's a cake stand you use once in awhile? It states clear cake saver, is it plastic like Rubbermaid or Tupperware? Is it circular or square? If plastic I would use it to store other plastic containers. If glass keep out with goodies if not then maybe as part of tablescape as seasons change. I wouldn't decorate it because hostess wants to see the lovely goody you brought. And it's usually not kept open but rather opened after dinner.
