A pack of multi-color construction paper, scissors, glue, thread and tape go a long way in making colorful shapes that you can decorate, make mobiles, build 3-d shapes, cut slits and build animals, and all kinds of things from. Also a simple one is to cut up a picture into pieces and use as a jugsaw puzzle. A child's imagination is often more fertile than ours.

I like glue pictures. Take white glue (dollar store,) add food color and enough water to make it flow. Take a picture frame w/ glass put a coloring book picture inside. Let the little ones paint , when dry peal off the glue picture from the
glass and it will be a window cling.
Also story boards, cover board with felt-cut out color book pictures put felt on the back. Kids and I like to tell stories with the pictures.
Do you have buttons. If you do make brackets, or buy a canvas frame and make a button picture. Print out a picture, trace around then stick buttons in shape with white PVA glue.
Do simple hand stitched hearts or other simple shapes.
What about creating a fairy garden in a deep tray. Many ideas on Pinterest.

This site has several projects aimed at kids. Beads and stuff aren't too expensive. Maybe a rubber band loom that you use to make bracelets that seem to be a hot item right now among kids.

Save your old nail polish and let them paint small flower pots and plant them with marigold seeds. Save the nail polish brush after the polish is gone, these brushes make perfect paint brushes for small hands.
With Valentine's day coming up, you can make a personalized mug with her! Something that she can keep and use all the time! I bet she would be so proud to say she made something. You can use paint (a bit messy) or markers (less messy than the paint) :)
