How to restore laminate flooring
I found this blog for you. Many cons vs.pros. www.bestlaminate.com/blog/can-i-stain-laminate-flooring/
laminate wood flooring usually can be sanded with a floor sander only once, It would need to be sanded before restaining. You could sand it more gently with a palm or circular sander, which may give you one more round of restaining, but would be labor intensive. If you know the manufacturer, you could go to their website.
I own a flooring store. Laminate is a high density fiber board with a paper top, then topped with a coating of aluminum oxide or urethane to keep it from scratches. Laminate cannot be refinished in any way. Engineered hardwood is layers of actual wood, however with today's tough finishes such as nylon aluminum oxide, you would be unable to sand it off enough to restain it. Engineered hardwood in it's cheapest import can have a very, very thin layer of wood for the species on the top. Be careful here...you could end up ruining your floor.
We have scratches in our vinyl laminate. Any way to cover them up
