Are you referring to a floor?
Hi! I'm not exactly sure what surface you're referring to but chalkpaint in my opinion is always the easiest way to go, it requires the fewest steps and adheres to most surfaces. But, it does sound like you're going to need to clean the area well first, and depending on how dirty or uneven the area is, sand it down somewhat to give you an even starting point.

I can not tell if its the floor or the garage doors that need work.
What ever it is, sand it to get rid of the blisters and loose paint, clean it, prime, ...if its the floor there is special paint for garage floors that have epoxy in it...it creates a hard surface that your car can drive on and can be cleaned easier.
If its the doors, sand, wash, prime and use a good exterior paint and exterior sealer.
