Prune them early spring or late winter when the they just start to bud. Don't prune more than a third of the size of the bush.
We always prune our rose bushes back in late January. Living in So Cal we don't get snow, so best check with your garden nursery for your location.
i'm in the northeast....anytime in a month with a (R) in the name of the month....that means all winter is okay till May...and not again till Sept/Oct
