What area of Canada are you in? If in A more moderate climate I would say give it A try but if you have huge temperature swings I wouldn't give it much of A chance. Indoor/outdoor carpeting might be A better choice.
I would paint the balcony floor to look like tile, wood, or an area rug. Carpet outside is yucky when it rains. Can't go out there barefoot.
