Depending how old the paint is you may not get a perfect match. Sand the chip with fine sandpaper feathering the edges (150 - 200 grit paper) and lightly sanding about one inch extra around the chip just dulling the surface for paint to adhere. Wipe all sanding dust off. Prime only the chipped area. Then use a foam brush and touch up the paint feathering into the dulled area with a light touch. The foam brush will give a smooth finish.
I've found that if my paint is more than a year old it won't match what is on the wall. if you know the name of the color and where you purchased it, go back and pick up a couple of "tester" jars. have them tinted a half tone darker, and then a full tone darker of the paint color you bought. this should give you at least give you the basics 3 colors to mix that will hopefully match the wall. i say darker....most paint will darken over time.
Better yet, go to a craft store and pick up two bottles of paint and mix the lightest one with a teeny bit of the dark and try it on the spot. I make my own paints this way and can then go and have a gallon made if I so choose.
