Help! Drywall not prepared properly for wallpaper: huge mess!

The grass type wall paper on the chimney wall was coming off. I decided that I would take if off, but didn't realize the drywall had not been prepared for drywall (we were 2nd owners of house) When taken down, some of the drywall came with it, leaving it ugly. I thought I would paint over it, and it would help. It did not. I don't want wallpaper, I want a painted finish on the wall. Also, there had been water damage to the wall, tied to the chimney. That' s been fixed, but still leaves me with this horribly uneven, and paint "cracked" in places.
I really don't want to have it refinished and smoothed. I have had enough dust from remodeling in the past several years.
Suggestions?

    It will need to be patched, sanded, primed with a stain blocking primer, the you can paint.

    There is really no easy fix now other than patch, sand& prime.

    I encountered a wall that had 60 years of wallpaper layers. Most of it came of relatively easy. The last wallpaper layer had been pasted onto an unfinished sheetrock wall. So the sheetrock paper was getting too soggy and gouged out holes with the removal attempt. I decided that I would just spackle over the last layer with sheetrock mud. Low and behold about 15 minutes after I put the sheet rock mud on the wall it started to buckle and peel the wallpaper off. A little time consuming but I completed the wall in that manner. I know this does not help not but in the future use a nice fairly loose layer of sheet rock mud on that paper.

    I use 1/3 vinegar to 2/3 hot water in a spray bottle to remove wallpaper. Spray the wallpaper, let it soak in, then scrap with a putty knife.
