Do just what you said - get a wire brush and get rid of the rust; use primer on them and then a paint for metal would be best.

You have the right idea. Powder coating is not for kitchen cabinets. Basically car frames, metal railings, etc. They don't powder coat car bodies! If you are concerned about lead paint, the big box stores have lead test kits. Best tip I have is use a foam mini roller and foam brush to get a smooth finish. Post your project when you do it.

I hate to say it but if your house is that old I'm sure there is lead based paint on the walls already under other layers of paint.
I used valspar spray paint in a can for metal 2 or 3 coats sanded lightly between coats with 220 sandpaper over two years ago and it still looks good. I soaked the handles in gel paint remover and they look like new.
Try wiping the rust off with WD-40.
I would try some balled up clean foil to remove the rust. Just be sure to either fold over the foil or replace with a clean foil.
